Day of local government in Ukraine

     In Ukraine the Day of local government is celebrated on December 7 - it is a professional holiday of all who work in village, settlement, city, regional and regional councils who represents many thousands group of people's deputies.
     This holiday inherent Ukrainian an image of public life, at the heart of which the self-coping society. It is long Slavic and Old Russian tradition which originates since Kievan Rus'. It is the choice of free citizens who trust the representatives elected by them and give to them powers of authority. Only such power also is really national - the power not over society, and the legitimate power of the society, for society and for the benefit of society.
     On October 15, 1985 the European states approved the international covenant which is called "The European charter of local government". This pact played and continues to play an extremely important role in formation and development of classical model of local government as in old, and new European democracies.
     Especially the Charter is important for independent Ukraine where the institute of local government for 70 years was forbidden and now its renewal happens to huge efforts and problems. On July 15, 1997 the Verkhovna Rada of Ukraine ratified the Charter which thus became a part of the national legislation.
     On a regret, from the moment of ratification of the Charter by Ukraine the legislation on local government isn't brought into accord with a number of its basic provisions. Certain hopes were laid after introduction of Day of local government in Ukraine which was defined by the Decree of the President from 11/25/2000 No. 1250/2000. On December 7, 1990 the Verkhovna Rada of the Ukrainian SSR adopted the Law "About Local Councils of People's Deputies of the Ukrainian SSR and Local Government".
     The system of local government has to meet needs of the sovereign complete state. And Day of local government could become the real reference point, a legal basis in the course of reorganization of modern model of local government in Ukraine.
